The Power to Change Fund is used as a re-granting mechanism from the World YWCA to YWCAs globally. Stringent guidelines and application procedures are in place and the World YWCA plans to re-grant to a minimum of 50 YWCAs in 2009-2010.

The YWCA movement made an unwavering commitment to increase the resources and opportunities for the leadership development of women and girls, the aim: to establish a permanent fund of at least USD 25 million that will ensure that funding would be available regardless of political climate, currency fluctuations, economic downturns, or inconsistencies in annual support.
